The author of Jurassic Park actually knew that the Velociraptor's were small and actually based them on the dinosaur Deinonychus antirrhopus; but when the book was being written, Deinonychus antirrhopus used to be called Velociraptor antirrhopus. and Deinonychus is still considered to be part of the raptor family. So technically, in the 1980s; one of the Velociraptor's were that big.

The incorrect raptors were correct for their time as when Michael Criton wrote the book the deinonychus was called the velociraptor(what made them that big in book/movie) soon after the misconceptions were worked out.
